What happened

During its Q1 2026 earnings call on April 24, McGranahan formally outlined Western Union’s three-layer digital asset strategy.

1. USDPT, a GENIUS Act compliant stablecoin issued by Anchorage Digital Bank, will launch in May 2026 on Solana in select countries with key agent partners. The goal is to replace Western Union’s existing SWIFT-dependent settlement infrastructure, utilized for agent network funding. Unlike the legacy system, on-chain rails enable continuous settlement, operating through weekends and banking holidays. Solana was selected for its low fees and throughput, a fit for the high-volume, low-value remittance profile.

2. The Digital Asset Network (DAN) goes live this week with its first partner. DAN lets crypto wallet users, Phantom, Solflare, and any future integration, convert digital dollars into local fiat at any Western Union agent or retail location. Western Union’s combined network, after closing the Intermex acquisition expected in Q2, spans roughly 600,000 collection points across more than 200 countries.

3. The USD Stable Card, built with Rain and Visa, launches later in 2026 across dozens of markets. It is a Visa prepaid card that holds USDPT and converts to local currency at point of sale, explicitly designed for Argentina, Turkey, Lebanon, and other inflation-sensitive countries where dollar demand is structural.

What happened

DTCC has been quietly assembling the pieces for two years. In April, it told the market what it built.

It started with a December 2025 SEC no-action letter granting DTC a three-year exemption from Reg SCI, Section 19(b) rule-filing requirements, and key clearing standards under Rules 17Ad-22 and 17Ad-25. That cleared the regulatory path. [RELEASE]

In March 2026, the House Financial Services Committee held its hearing on tokenized securities, and DTCC Deputy General Counsel Christian Sabella filed written testimony the same day.

By April 13, DTCC had published its public-facing roadmap. The pilot launches in H2 2026.

What he said, translated:

• DTCC supports tokenization. → DTCC is going to run tokenization.

• Innovation must build on existing legal frameworks. → No new asset class, no Wyoming-style rewrite, securities law still applies.

• Multilateral netting must remain a key benefit. → Atomic bilateral settlement isn’t compatible with how Wall Street actually works. Drop it.

• Tokenization will lead to a hybrid evolution where different assets use different models. → Equities and Treasuries stay in DTC’s pool. Private debt and the long tail can go on-chain natively.

• Interoperability is the make-or-break issue. → Don’t build your own chain. Build on ours, or connect to ours.

• Tokenized securities must carry the same rights as today’s assets. → The wrapper can be programmable. The substance can’t change.

• The service will be voluntary and protocol-agnostic. → DTCC won’t pick Ethereum or Canton or Polygon. It’ll be the connective tissue between all of them.

• Innovation should strengthen, not erode, investor protections. → Pre-approved wallets, reversible entries, KYC at the ledger level.

• Lasting market evolution comes from coordinated industry action, not technology alone. → Solo crypto-native protocols don’t get to set the rules.

• Done right, tokenization helps DTCC carry its mission forward. → DTCC plays offense in this transition, not defense.

The three takeaways that matter

1. DTCC is positioning itself as the standards body. “Interoperability” sounds neutral. Read it again. It’s DTCC saying every tokenization effort either plugs into its plumbing or eats fragmentation costs. That’s a warning, dressed as an industry value.

2. Netting is the red line. Sabella named multilateral netting twice as a benefit that must remain. This is the tell. Any tokenization model that breaks netting, including atomic bilateral settlement and on-chain repo without a CCP, is incompatible with this regime. Half the crypto-native architecture in the market just got put on notice.

Hybrid evolution is permission, not prediction. The line about different assets using different models is DTCC drawing a map. Equities, Treasuries, and ETFs run through DTC’s tokenized rails. Private equity, real estate, and structured credit can issue on-chain natively. The crypto-native firms got the long tail. DTCC kept the core.

Why it matters

1. Sabella’s real message: we will tokenize Wall Street, but on our terms. The testimony’s most important word was not “tokenization,”it was “interoperability.” Sabella made a specific argument: tokenization efforts built in “isolated or proprietary environments risk fragmenting liquidity and increasing cost.” DTCC is warning against a world where every bank, exchange, and fintech builds its own tokenization silo. The alternative DTCC is proposing is itself, an open, protocol-agnostic infrastructure layer where tokenized securities inherit the legal protections, netting benefits, and settlement guarantees that exist today and hence acting as the connective tissue between every tokenization effort on Wall Street.

2. A huge implication for vendors: DTCC has refused to pick a chain. It is telling Ethereum, Canton, Polygon, Avalanche, and every enterprise DLT the same thing, that outcome is everything. Whereas, it puts walled gardens on notice. Proprietary consortium chains, single-issuer DLTs, and integrated tokenization stacks face a clear message that interoperability is the public good and fragmentation is the barrier to scale.

Our take

For years the crypto pitch was that decentralized rails would replace DTCC. What’s happening instead is that DTCC is becoming the rails.

The mistake was thinking tokenization would bypass the incumbent. It doesn’t. It makes the incumbent more valuable. Multilateral netting compresses trillions in daily flow into a few billion in actual settlement. Atomic bilateral settlement breaks that math. Banks can’t afford to break that math. So whoever offers tokenization with netting intact wins. That’s DTCC.

Read the fine print on the pilot. Wallets must be pre-approved. DTC can reverse erroneous entries. The chain is programmable but the central ledger stays put. This isn’t the crypto-native vision wrapped in regulation. It’s the regulated system wrapped in crypto-native tech.

This makes DTCC an architect of tokenisation in the U.S. capital markets.

On March 18, 2026, Stripe and Tempo co-released the Machine Payments Protocol, an open specification for machine-to-machine payments. Simultaneously, Tempo launched its mainnet, a purpose-built blockchain backed by $500 million from Paradigm, Thrive Capital, and other investors at a $5 billion valuation. [RELEASE]

It revives the dormant HTTP 402 “Payment Required” code: an agent requests a resource, receives a payment prompt, pays cryptographically, and unlocks access in milliseconds.

Zooming in: MPP supports both fiat and crypto. Stripe’s Shared Payment Tokens (SPTs) let agents pay via Visa, Mastercard, or BNPL on a user’s behalf, without exposing card data. Tempo settles the stablecoin leg with sub-second finality and tens of thousands of TPS. Early live deployments include Browserbase (cloud compute), PostalForm (AI-to-physical mail), and Prospect Butcher Co. in New York City, which now accepts sandwich orders from AI agents.

Competitive landscape

The agent payment landscape in 2026 is converging around three distinct but complementary layers.

• Payment rail layer: Stripe’s MPP and Coinbase’s x402. Low-level primitives for actually moving money between machines, with MPP covering both fiat and stablecoins at 100k+ TPS via session-based authorization, and x402 embedding sub-cent USDC payments directly into HTTP requests

• Trust and authorization layer: Google AP2, Visa Trusted Agent Protocol, and Mastercard Agent Pay. They don’t move money themselves but define who an agent is, what it’s allowed to spend, and how that mandate is cryptographically signed and revoked.

• Commerce layer: OpenAI ACP and Google UCP. They handle product discovery, checkout UX, merchant-of-record rules, and the structured negotiation between a buying agent and a selling service.

In practice, these layers stack rather than compete: a transaction might use AP2 mandates to authorize an agent, MPP to settle the payment, and ACP or UCP to structure the commerce interaction around it, which is why Stripe, Google, Visa, Mastercard, and OpenAI are all listed as design partners on each other’s protocols.

The most likely outcome is a split: regulated commerce stays on card rails, while machine-to-machine payments; agents hiring agents, paying per API call, buying compute on demand, migrate to stablecoins because the economics demand it.

What happened

The SEC approved SR-NASDAQ-2025-072 (rule change proposal by the Nasdaq to enable the trading of securities in tokenized form) on March 18, allowing Nasdaq to trade and settle eligible U.S. securities as blockchain tokens via the DTC’s Digital Omnibus Account.

Initial scope: Russell 1000 stocks, S&P 500 and Nasdaq-100 ETFs.

Tokens are minted one-to-one against real shares held at Cede & Co., tracked via the DTC’s LedgerScan system with the same CUSIP (uniquely identify North American financial securities (stocks, bonds, municipal bonds) to facilitate accurate trading, clearing, and settlement), voting rights, dividends and order book without price fragmentation. First trades could occur by Q3 2026.

Stepping back: Nasdaq originally filed SR-NASDAQ-2025-072 in September 2025, then replaced it entirely with Amendment No. 2 on January 30, 2026.

Zooming in: The groundwork was laid on December 11, 2025, when the SEC’s Division of Trading and Markets issued a no-action letter to DTC permitting a three-year voluntary tokenization pilot for Russell 1000 securities, major index ETFs, and U.S. Treasuries. That letter gave DTC the regulatory cover to build. Nasdaq’s approval gives it the first venue to go live. [CEO notes]

Meanwhile, Intercontinental Exchange (NYSE’s parent) dropped $200M into OKX, 120M users, 14.3% global derivatives market share, targeting H2 2026 for tokenized NYSE equity access. [CEO notes]

The SEC and CFTC issued a landmark 68-page joint interpretation on March 17, 2026, establishing the most significant overhaul of U.S. capital markets infrastructure since the Securities Act of 1933. The release introduces a five-pillar token taxonomy, explicitly names 16 crypto assets as digital commodities, and formally ends the SEC’s “regulation by enforcement” doctrine.

It is a final agency statement of position, effective upon publication in the Federal Register.

The interpretation establishes five token categories: digital commodities (BTC, ETH, SOL, XRP, DOGE, ADA, AVAX, LINK, DOT, HBAR, LTC, BCH, and others), digital collectibles (NFTs, meme coins), digital tools (memberships, credentials, identity badges), stablecoins (non-securities under the GENIUS Act), and digital securities (tokenized traditional securities, which remain under SEC oversight).

Stepping back: Six days earlier, on March 11, the SEC and CFTC signed a Memorandum of Understanding establishing a Joint Harmonization Initiative to coordinate oversight across policymaking, examination, and enforcement.

Zooming in: The taxonomy is the product. The interpretation provides explicit guidance on staking, mining, airdrops, and token wrapping. Protocol staking and mining are classified as “administrative or ministerial” activities, not securities transactions. Airdrops, because they involve no investment of money, fail the Howey test. Wrapped tokens derive value from the underlying asset, not from managerial efforts.

Meme coins got the same legal status as Bitcoin. By classifying Dogecoin and Shiba Inu as commodities, the SEC formally said: decentralization and market-driven price discovery matter more than “utility.”

What happened

On March 6, 2026, Florida’s Senate passed SB 314 unanimously, making the state the first in the U.S. to enact a dedicated stablecoin regulatory framework. The bill amends Florida’s anti-money laundering statutes to classify stablecoins as “monetary value,” requires issuers to register with the Office of Financial Regulation (OFR), and mandates 1:1 reserves backed by cash or short-term Treasuries. Critically, qualifying stablecoins will not be classified as securities under state law.

The bill creates a tiered oversight model: issuers hitting $10 billion in outstanding tokens must transition to federal oversight, unless a waiver is granted by Washington or Florida’s regime is deemed sufficiently rigorous. That waiver clause is the most important sentence in the legislation. It gives Tallahassee a permanent seat at the regulatory table, even as issuers scale to systemically important size.

Simultaneously, HB 183 would authorize the Florida State Board of Administration to allocate up to 10% of public funds, including the $225.6 billion FRS Pension Plan, into digital assets: Bitcoin, crypto ETPs, and tokenized securities. And, SB 1568 launches a stablecoin pilot program enabling Floridians to pay state taxes and licensing fees via digital wallets, with instant fiat conversion protecting the General Revenue Fund.

The integrated stack: Florida is not just regulating stablecoins. It is regulating them (SB 314), enabling their issuance (HB 175), capitalizing the ecosystem with sovereign money (HB 183), and building state-government payment rails to accept them (SB 1568). No other state has attempted this level of vertical integration.

Also: Circle (~$75B, 2nd highest by market cap) received conditional OCC approval for a national trust bank charter — a federal move that lets it bypass state-by-state licensing entirely, including Florida’s OFR. SB 314 anticipates this: it exempts federal-qualified issuers from state licensure.
